Windows repair deletion on vista?

I have had a windows repair virus which is destroying my computer. It has given me blue screen of death and heaps of other viruses I have deleted. All I have left is windows repair please help me. And to make it worse I can't even start up in safe mode. The arrow keys just won't move from start up normally. Please help
