Making a spontaneous speech?

Next week, My sister is participating in a competition whereby she'll be given a subject and she'll have to prepare it in 30 minutes, then talk about it for 20 minutes. She's really scared because she'll have to prepare her main points and develop them in front of a panel. What can she do to avoid stamming and do a fluid speech? the main problem resides in developing the main points she has written down.
